GROUND3D partnered with BKLVLUP through NYC Emergency Management’s Strengthening Communities Program to support the development of a community-rooted emergency preparedness and response framework for Flatbush, East Flatbush, and Flatlands.

Working with The Flats Rising COAD, we helped translate local knowledge, trusted relationships, and neighborhood conditions into practical tools for emergency coordination. The work combined community engagement, participatory mapping, data organization, and resilience planning to strengthen how local organizations prepare for, communicate during, and recover from emergencies.

The project produced a set of connected planning resources, including an interactive community resource map, neighborhood needs assessment tools, emergency communication protocols, role-based coordination structures, and a comprehensive community emergency plan. Together, these tools help the COAD organize information, identify gaps, clarify responsibilities, and activate local networks before, during, and after emergency events.
